link fmi4c library to OMSimulator

Purpose

This PR links fmi4c with OMSimulator and possibly should replace fmilib when all the API are adapted according to fmi4c and when all the tests are passed

TODO

• integrate fmi4c API in OMSimulator
• all the tests in testsuite should work with fmi4c
