Update license headers to OSMC-PL 1.8

Description

Nearly all files in OpenModelica and its submodules are still using OSMC-PL version 1.2 license headers.
Some files are missing the license header entirely.

For the next release all license headers should be uniform.

Update to OSMC-PL version 1.8 license headers:
