how to convert cv::mat to open::videostream

I want to convert a series of opencv format pictures to oni files , I have no ideas how to make it. I have looked the source code, I only know how to convert cv::mat to VideoFrameRef, but the point convert cv::mat to open::VideoStream I still don't know.
