On Windows Server 2025 OpenSSH Server is preinstalled and the OpenSSH-Server-In-TCP rule is enabled only for Domain/Private profiles, so inbound SSH is dropped on Public networks. Ensure the rule exists and is enabled for all profiles after starting sshd.
