Hide unnecessary default Dropdown options under Actions for Res Partner

Hide the following dropdown options in Actions for any users except Admin

• Merge
• Send Email
• Send SMS Test Message
• Download (vCard)
• Grant portal access

I can't remove it so I only Hide it for Non Admin Users.
