DynamicPropertyCacheTests.enumFields test case will crash on macOS + release configuration

Terminating app due to uncaught exception 'NSInvalidArgumentException', reason: '-[Swift.__SwiftDeferredNSArray UTF8String]: unrecognized selector sent to instance 0x600000de2780'

Look like it is the fault of the following call in macOS + release

By force making runtimeIssues to use non-debug implementation, I managed to reproduced it in Xcode. (Otherwise we can only reproduce it on CLI via swift test -c release --filter DynamicPropertyCacheTests.enumFields due to SPM+release @testable import issue)

Somehow, we can't directly pass [CVarArg] to CVarArg... on macOS + release
