Add "I turned on UAC but plugin manager still isn't working" to Windows FAQ #21
This occurs when the user has his user account set to Administrator permissions, usually as a side effect of debloated Windows or 3rd party Windows ISO.
Alternatively we could also expand the administrator warning dialog in OTD's UX, but someone will inevitably autopilot "OK" through it anyway.
