Code changes LGTM.
I have some reservations about this feature in general, but it is an improvement over what we have. We are also early enough in the lifecycle of the product that I think we can safely change these at a later point if we want to change the specifics of the behavior (version-specific skips, or if we get plugin or tablet config auto-updates, etc.)
It would be nice to specify which version to opt out of, but at that point we're basically inches from having it in UX anyway.
(you can put this in 0.6.7 if you want - merging it now puts it there, anyway)

Looking into adding a gui option on the update window as well to skip a specific update. But for users that want to suppress the updater popup and requests entirely, this should be worth adding. (the current solution is firewalling off the UX)
