SNR scalability or changing QP value for different layers in VVC

Hi, I was trying out the layered coding of VVC. I could run the different layers successfully but I couldn't find a way to change the quality at these different layers. For example, I was trying to give a different QP value for different layers, but there is no such way it seems. Do you guys have any idea how I can go about it? Thanks.
