I borrowed the starts of the contributing doc from https://github.com/voxpupuli/.github/blob/master/CONTRIBUTING.md and added the DCO bits |

I think that maybe I prefer the probot version as it has a more informative fail state....? 🤷 |

Based on IRC conversation, I'm going to remove the GHA. The probot version lets us enable it for all repos at once. |
