Replace seven separate release notes files (covering PuppetDB 5.x–8.x history) with a single focused page covering only OpenVoxDB releases (8.9.0–8.13.0). Newer releases link to the GitHub release page for full details; 8.9.0 and 8.9.1 include inline content as they predate GitHub releases.
