This updates
FunctionalOutputto support adding domain integrators that are restricted to certain element attributes. This allows for example computing the max flux density in the stator and the windings separately. I've recently updated MFEM'sNonlinearFormto allow this, and I expect it to be accepted by them since the same functionality exists for linear and bilinear forms. This also bumps the C++ version to use C++17.
