Open some internal API to let users implement their own local components

Context

Some users may need to implement their own components if OUDS design team does not want to implement and integrate them in the kit.
Users can still use component, semantic and raw tokens, but some utilities are copy/pasted by users like the InteractionButton and InteractionState.

We should study if it is relevant to open these elements.
