Replace actions in the download dropdown

Descriptive summary

We would like to repurpose the download dropdown on the work show page.
We'll get rid of the metadata only option and add a new option for individual downloads which will scroll the user down to the "new" Works and FIles section. (#3455).
Accessibility remediated files should not be included with these download options and should only be available from the individual downloads in the Works and Files section.

Expected behavior

Download dropdown only has the following options:

• Download files (High Quality)
• Download files (Low Quality)
• Download individual files

Download files + metadata and metadata only downloads are removed. This means we can remove all metadata downloading and packing logic from downloading.

Accessibility remediated files (Files marked true from the schema:accessibilityFeature field) are not included in downloadable zips.

@CGillen I was able to get the download for all fileSets to work but I have questions about some of the detail:

1. When mention that Files marked true from the schema:accessibilityFeature field) are not included in downloadable zips If the FileSet have any value of accessibility Feature in it, don't include it in the file download? Can the only value 'unknown' within the field be downloadable?

2. When you mention this: Download individual files Do you mean to download the default FileSet that get seen first? Because we have a download option for individual file within the Work & Files section in the action section

1. I was under the impression that accessibilityFeature would only be true/false, but it looks like any value will be ok (except none).

So basically, any value would not be downloadable, except when encounter none, then we let them downloaded? Would this be the same layout for individual files download as well?

They should be able to download it from the individual files section, yes

@lamtu1 on staging the zip options (standard quality and high quality) are grayed out. I think that is because everything coming into the system is getting 'unknown' as a value in schema:accessibilityFeature so it is excluded from the package. 'unknown' is marking any filesets (and Works) until we can assign appropriate metadata on the fileset. 'None' will be the value on original file once accessible filesets exist for that Work. But, that means zips won't be created on almost everything for a long time. Not sure exactly what to do about this. If you add 'unknown' as an exception then when Works are created the accessible copy will initially be included in zip and after we update metadata a day or two later it would be repackaged without accessible copy?

@KevinJonesMeta For sure, I can add in 'unknown' on top of the code I already written. And then temporary, disable unknown, once everything is up-to-date. Would this be ok?

Double negatives. Do you mean temporarily including filesets with 'unknown' in zip packages?

@KevinJonesMeta I mean as in add 'unknown' value to be able to download on top of the 'none' as well for now. Once we get everything updated, I will revert the code to only include 'none' to be the only one to be able to download. Now it would be allowing both 'none' and 'unknown'
