Normalize Pirate Weather minutely precipIntensity and precipIntensityError to canonical mm/hr before notification thresholds run. Display minutely intensity units and uncertainty in the precipitation timeline, and make sub-15-minute adaptive minutely polling opt-in while keeping the default cadence closer to Pirate Weather guidance.
