chore: update tend workflows (0.0.21 → 0.0.24)

Automated nightly regeneration of tend workflow files.

tend version: 0.0.21 → 0.0.24

Notable change: tend now references the canonical TEND_BOT_TOKEN secret (the value tend's own check confirms is present) rather than the repo-specific PRQL_BOT_GITHUB_TOKEN. Hand-maintained workflows (release.yaml, tests.yaml, pull-request-target.yaml) continue to use PRQL_BOT_GITHUB_TOKEN and are unaffected.
