I'll release 0.2.0 tomorrow but want to test we can publish to cargo; clean up the crate name etc
Currently the cache is 1GB in GHA, which is slowing down the tests

Cache size was 1GB, which was slowing down builds.
Busting cache with a key drops it to 500MB.
i don't think "month" is available natively in GHA; ideally we could add that as a key and it would bust every month.
