🩹 [Patch]: Update linter and git configuration and license year

Description

This pull request includes several changes related to code quality and configuration files. The most important changes include the addition of a new configuration file for JSCPD, updates to the PowerShell PSScriptAnalyzer configuration, and modifications to the GitHub Actions workflow for linting. Additionally, there is a minor update to the license file.

Configuration updates:

• Added a new JSCPD configuration file to define duplication thresholds and reporting options. (.github/linters/.jscpd.json)
• Updated the PowerShell PSScriptAnalyzer configuration to enable specific rules and set rule parameters. (.github/linters/.powershell-psscriptanalyzer.psd1)
