Describe the change
Today docs are published with a patch bump if a PR is merged, irrespective of the files being changed. We should ensure that we only publish a new version when there is changes to the module.
Closed as duplicate - This requirement has been merged into #184 which now covers both module release and documentation publish change detection in a single issue.
