If Set-ScriptFileRequirement only has one #FIXME -> add it to the req modules

If there is only one, that is likely the requirement.

Should we just add the one with most updates?

Should be with the Build-PSModule stuff. Its still here to we can easily use it. (install module -> point and fix).
