Verify the outcome

A service claim is stronger when another system can reproduce the decision from explicit inputs. For AI-agent and API outcomes, record at least:

1. the service terms being evaluated
2. caller-supplied latency, uptime and freshness evidence
3. output-integrity evidence or a stable digest
4. the exact rule version that produced the result
5. the timestamp and exported receipt
