[CI] Update PORT range to avoid conflict with system ports

Motivation

To prevent potential conflicts with reserved or system-used ports during CI execution, the PORT range configuration has been updated. This ensures more stable and predictable network behavior across self-hosted runners.

Remove accuracy_test and stable_test in .github/workflows/ci_image_update.yml

Modifications

Updated the PORT range used in CI scripts to avoid overlapping with system-reserved ports.

Usage or Command

No manual command change required.

Accuracy Tests

No need.
