Motivation
bug fix，#4748 合入后，CE benchmark时间延长到几个小时。
Modifications
修复gather_next_token算子，MIX模式下，在没有动态插入的时候也应该重排，否则可能会导致gather输出的hidden tensor位置和shape不对
