Motivation

Temporarily disable this assertion. The running/waiting states are not strictly guaranteed to reach zero in the current workflow, so we skip this check for now.

Modifications

Disable assert running == 0 and waiting == 0 of tests/ci_use/metrics/test_metrics.py.
