[CI] Align PaddlePaddle version to latest due to tag change

Motivation

The PaddlePaddle tag used in CI has changed, causing the current configuration to reference an outdated tag. This update aligns the CI setup with the latest available PaddlePaddle tag to ensure consistency and avoid unexpected build or runtime issues.

• Adjust related CI configurations to reflect the new tag
