chore: Add rootly alert action to the page

This pull request updates the public/index.html file to add a new section for the "Rootly Alert Action" GitHub Action, alongside clarifying the description for the existing "Rootly Incident Action." Additions and improvements to Rootly GitHub Actions documentation:

• Added a new navigation dropdown item and a dedicated section for the "Rootly Alert Action," including a logo, GitHub, and Marketplace links, as well as a description of its functionality and API implementation. [1] [2]
• Updated the description for the "Rootly Incident Action" to clarify that it implements the creates-an-incident API and to improve the explanation of its integration with CI/CD workflows.
