Summary

Adds moderate-emoji styling to section headings per the v4 GitHub Doctrine at atlas/website/briefings/v4/00b_v4_IA_doctrine_GITHUB.md §7. v4 terminology was already aligned in the prior wave (PR #10); this commit adds visual hierarchy without changing semantics.

Heading emojis (one per heading, semantic only)

  • 🌐 Observatory Architecture and Correction Routes
  • 📐 Engagement Without Endorsement (locked block per doctrine §12.1)
