Redstone dust does not work correctly at Y 319 with ALTERNATE_CURRENT

Redstone dust should work at any height

Observed/Actual behavior

Redstone dust does not function at Y 319 when the redstone-implementation is set to ALTERNATE_CURRENT.

Steps/models to reproduce

Steps to reproduce:

1. Set the redstone-implementation to ALTERNATE_CURRENT in paper-world-defaults.yml

2. Place redstone dust at Y 319 (max build height)

3. Power the redstone

Yes, this can be reproduced in the AC mod.

I would file the issue there, we generally aim to keep our AC implementation as a 1:1 with theirs
