BungeeChat version needs bumping to support 1.21.5

Expected behavior

BungeeChat components to support click/hover etc on 1.21.5

Observed/Actual behavior

BungeeChat components do not support click/hover on 1.21.5, but do on Spigot

Steps/models to reproduce

Run WorldEdit and do /schem list on Paper, it won't be clickable. On Spigot, it will. WorldEdit uses Text3 for API compatibility reasons, which serialises via Bungeechat components

It should be bumped to 1.21-R0.3-SNAPSHOT to get 1.21.5 support, Mini bumped it to 1.21-R0.2 a few weeks ago, which doesn't include the fixes.

bungeecord R0.3-snapshot contains no chat changes. this appears to be an issue with worldedit, its sending raw legacy messages, they of course dont retain hover and click info
