breaking Lectern doesnt drop non-book items even if contained in the NBT

Expected behavior

Regardless of whether it is a book or not, the lectern should drop the itemStack contained in its nbt.

Observed/Actual behavior

The lectern only drops the itemStack in its NBT if its a book

Steps/models to reproduce

store any non-book itemStack in the nbt. eg. using. "/setblock ~ ~ ~ lectern{Book:{id:"minecraft:dirt",count:1}}"
Break the lectern.

This seems to be vanilla Behavior, the item must be in tag ItemTags.LECTERN_BOOKS in order for the book to be dropped and update the block tag.

its more, inconsistant.
if you use setblock along with other methods to place the NBT lectern and break it. no item drops
yet if you CTRL+middleclick to copy the nbt lectern into your hotbar and break it, then the item drops.

and they both contain the same nbt. as shown by using /data

This seems to be a vanilla feature, in that when using shift click it wont check that the item type is a book.
