DimensionArgument not suggest worlds created using the API unless rejoin

Expected behavior

If you add more dimensions/worlds using datapacks or the Paper API that can appear in the suggestion for any dimension argument in commands like execute

Observed/Actual behavior

Only the default worlds or added by datapack show in the suggestion list.

Steps/models to reproduce

• Load a datapack with dimension
• Create a new world using the API
• Use /execute in for notice the suggestions

When is the world creating using the plugin? The list of worlds appears to be sent to the client during login, seems like there is also some registry concerns with this stuff too

Not sure why i try again the exit/join the server and the suggestion was updated... when test this before make the issue the suggestion still not refreshed... or maybe the world unload for any reason...

I think it could be argued we should override the dimension arg to query the server for suggestions or otherwise update the dimension list for clients. If we have to make it query the server, it should be behind a config option. Requiring a relog for new worlds to show is not ideal especially if plugin commands use the arg.
