[Vanilla] Players are able to set the light level of a Light Block even if they shouldn't #6600

Description

Expected behavior

Light blocks should normally only be able to have their light level be set by a player holding a light block (and considering they're only visible in creative, probably only in creative)

Observed/Actual behavior

Though not possible on a vanilla client, any player is able to modify the light level of any light block, even if they are in adventure or survival, and even if they are not holding a light block using a mod

Steps/models to reproduce

  1. Download the Visible Barriers mod
  2. Place down a light block in your world
  3. Go into survival mode or adventure mode (and if you really want to confirm, you can even deop yourself)
  4. Toggle on Visible Barriers
  5. You should be able to manipulate the light level of the light block, in survival/adventure, even if you do not have the light block on your main/off hand
