This is an amendment to the hub rules that serves as a formalization of the current precedent surrounding reports for hub violations. Previously, nothing at all regarding reporting or the surrounding standards were present in the hub rules page. This is still pending discussion, potential further revision, and other finalization among PMs, but has already seen some light revising internally. This is a public PR in the interest of transparency, as what's written here is what the current expectations surrounding reports already are
