Library specification should be open and usable by all. We will provide reference implementation. Others (individuals, academic groups, companies) can provide specific implementations. Contribution back to reference implementation is encouraged.

Reference implementation should be free for individual, academics, and government to use. Commercial companies may redistribute with their commercial products provided that 1. the commercial product is free and/or opensource, in which case license is granted to the commercial company without charge, or 2. the commercial product is for profit, in which case royalty-based license will need to be negotiated on a case by case basis.

This translates to 4 basic license categories, with specification being the most permissive.
