After install, /storage returns HTTP 503

1. Related to /storage returns HTTP 503 (server not available) - misleading #198
2. Repro:
   1. uninstall / re-install SC through installer
   2. Access /storage
   3. Note that the response is HTTP 503 (instead of 404)
3. Seems like the installer adds the urlacl (see /storage returns HTTP 503 (server not available) - misleading #198 (comment))

Tested on Particular.ServiceControl-1.0.0-Beta5
