Update ServicePulse to .NET 10 #2848

Describe the suggested improvement
ServiceControl has moved to .NET 10 with the update to NServiceBus 10.
The ServicePulse docker host should move as well to minimize the number of .NET versions being used by the Particular Service Platform.
Note that the windows service host still runs on .NET Framework.
