IKEv2 Support #414

I understand that Pasarguard's priority is bypassing censorship and that it's primarily an Xray-core based panel, but besides bypassing censorship, it's also widely used outside of countries with heavy censorship like Iran, Russia, and China.

In countries like Turkey, where SNI-based blocking is implemented, the IKEv2 protocol is more preferable because it's "compatible with all devices and doesn't require application downloads," and it can still bypass censorship.

With version 3.0.0, the Wireguard version was added to the panel, but based on my comparisons, I found that the VLESS + Reality + Vision TCP combination offers no difference in speed and performance compared to Wireguard. In my tests, I managed to achieve 103 Mbps with VLESS in a location with 100 Mbps internet. My download speed didn't decrease at all, and my ping only increased by "3ms." This is already an excellent result, so personally, I don't think I need Wireguard.

In my opinion, making Pasarguard usable for users and offices worldwide, rather than just in censored countries, would be much better for Pasarguard. Something like a fully professional, complete SaaS VPN panel would make it much more useful than panels like Remnawave and 3x-ui.

Finally, I think adding a protocol like IKEv2, which doesn't require an application and is extra compatible with mobile devices, would be a very good idea. Thank you.
