Check for presence description + ontology tags.

If someone (by mistake or intended) updates an existing PW as a new PW, it could be that the PW already has a description or ontology tags connected to it. We should provide a warning to people when these items are in the GPML (because then it is most likely that people then are not doing the right thing, or it would be good to make them aware of this).
