refactor: move data analysis rules to core snakefiles

Moves the following rules from report.smk to snakefiles included in core.smk:

• polymorphic_sites_over_time_data
• window_data
• nv_panel_data
• nv_panel_zoom_on_feature_data
• window_zoom_on_feature_data
• allele_freq_tree_data
• time_signal_data
• af_time_correlation_data
• pairwise_trajectory_correlation_data

Also improves performance when extracting variants for afwdist and adds the CI of the evolutionary rate in the JSON output of the rule (a minor feature that does not get reflected on the final report).
