Added sops-encrypted secrets files, one for read only access, one for read/write access, encrypted using separate keys in separate azure keyvaults, to allow all developers to view stg/prod databases, but only allow a smaller team to have write access to stg/prod databases. Added sops commands to justfile for creating and editing these secret files. N=103
