Summary

Motivation: The link for the license page was wrong on the documentation website and it previously linked to https://pecanproject.github.io/LICENSE instead of what was probably meant to be done which is this https://github.com/PecanProject/sipnet/blob/master/LICENSE
What: Changes the url in to link to the correct page to the proper place.

Steps to reproduce and verify the change locally:

Link to check where it was broken on the website : https://pecanproject.github.io/sipnet/#license
