✨ Highlights

• 🔐 Permission-Based AI Tools — AI tools can now be restricted by permission level. Players only see (and the AI can only use) the tools they are actually allowed to use, and the limits follow your permission config in real time.
• ♻️ Reliable Hot Reload — !!gamesai reload now completely rebuilds the AI tool set: built-in tools, your custom tools.py, and tools registered by other plugins all refresh correctly. Custom tools you delete actually disappear after a reload.
• 🧰 Tool Set Adjustments — Whitelist management tools and Minecraft Wiki search have moved to the GamesAI-Extra plugin; online player queries now fall back to RCON when the online_player_api plugin is unavailable.
• 🐛 Fixes — Fixed permission levels being locked at startup, fixed hot reload silently dropping all built-in tools, and removed leftover code that could crash tool registration.

🔧 For Developers

• @register_tool now supports a perm parameter (a fixed level or a dynamic value that follows the plugin's permission setting).
• Plugins that register AI tools are now automatically reloaded together with GamesAI during hot reload — no extra registration needed.
