[New Feature] Warhead tag that can only attack depending on % of enemy health #407

As the title implies, I'd like to suggest a tag that only allows your unit to attack an enemy if the enemy is below or above a certain amount of HP.

This would be a useful tag in multiple occasions; a couple of examples would be:
-A medic that can only target units below a certain % so you're sure that the medic doesn't heal a unit that's borderline full hp
-A support culling unit that would cull enemies below a certain %
-An insta-kill unit that would only target enemies above a certain amount of HP, making sure that shot is (almost) never wasted.

Possible tags could be (Honestly not that great at thinking of any):
Warhead.HealthLimit = 80%
Warhead.AboveLimit = true (default to false if health limit is used)
