Proposal: Ecosystem Governance Maturity Model
To complement token design, vesting frameworks, and transparency standards, this issue proposes introducing a conceptual Governance Maturity Model for ecosystem token projects under PiRC.
The purpose is to provide a structured way to evaluate governance development over time.
Motivation
Token launches often precede governance maturity.
Without a governance progression model, projects may experience:
- Centralized early decision-making without transition plans
- Governance capture risks
- Voter apathy due to unclear participation structures
- Upgrade authority ambiguity
A maturity model could help projects evolve responsibly.
Illustrative Governance Stages
Stage 1 – Foundational Control
- Core team-led governance
- Limited voting scope
- Transparent roadmap toward decentralization
Stage 2 – Hybrid Governance
- Community voting on selected proposals
- Defined quorum thresholds
- Gradual delegation expansion
Stage 3 – Decentralized Governance
- On-chain proposal systems
- Community-controlled upgrades
- Distributed validator or oversight structures
