Proposal: Ecosystem Governance Maturity Model

To complement token design, vesting frameworks, and transparency standards, this issue proposes introducing a conceptual Governance Maturity Model for ecosystem token projects under PiRC.

The purpose is to provide a structured way to evaluate governance development over time.


Motivation

Token launches often precede governance maturity.

Without a governance progression model, projects may experience:

  • Centralized early decision-making without transition plans
  • Governance capture risks
  • Voter apathy due to unclear participation structures
  • Upgrade authority ambiguity

A maturity model could help projects evolve responsibly.


Illustrative Governance Stages

Stage 1 – Foundational Control

  • Core team-led governance
  • Limited voting scope
  • Transparent roadmap toward decentralization

Stage 2 – Hybrid Governance

  • Community voting on selected proposals
  • Defined quorum thresholds
  • Gradual delegation expansion

Stage 3 – Decentralized Governance

  • On-chain proposal systems
  • Community-controlled upgrades
  • Distributed validator or oversight structures

  • Encourages planned decentralization
  • Reduces governance uncertainty
  • Aligns long-term ecosystem growth with structured evolution
  • Increases credibility for external observers
