[BUG] - 2 PC , on one it works on the other it doesnt ?

Describe the bug
So i installed it on 2 identical Systems literally , CPU , gpu ram , and stuff.

on one it works and can generate the folder in %appdata%/roaming
on the other it doesnt and if i put shortcuts in it wont work on the first PC i installed it , it works flawless any idea?

i also tried Run as admin and stuff.

To Reproduce
Install
Move shortcut in
Get red Icon and it fails.

Expected behavior
Added shortcuts.

Desktop (please complete the following information):
Both Windows 11 LTSC IOT ( used privately at home )

one first PC 1440p 100% scaling , 2nd PC 1080p 100% scaling.
