plan_status: wrap worker file list fetch in 5s asyncio timeout and reduce httpx connect timeout from 30s to 3s so the handler returns quickly when worker_plan is unreachable (files are optional). plan_stop: set plan.state to failed immediately instead of only setting stop_requested flag and waiting for the worker to transition.
