build: add a script to enforce version catalog line order convention

First small pre-commit check. Well, not even a check really, instead of just failing when the expected ordering convention is not fulfilled, it will just quietly sort the file.

Note

This will require devs to install kotlinc on their machines, to run the pre-commit script, but hopefully this is painless and uncontroversial 😅
