Does porting a framework count?

I have plans to port over a version of the .net framework (.net anywhere) to the pocket sprite platform to allow developers to use c# and vb.net to build games and applications for the device.

Would this be a valid submission to the contest? or do you require an application or game to be built rather then a framework?

I have a similar question actually.

I have an idea that might (read: definitely does) involve modifying the firmware. In fact, that'd be the primary piece of work. Would that also be an accepted submission?
