The telegram bot will store only names of your budgets and accounts at internal database. You can always delete all your stored information by /removemyinfo bot's command. There is guarantee that the data obtained through the YNAB API will not unknowingly be passed to any third-party. The application will not directly request, handle or store any financial account credentials other than an access token obtained directly from a financial institution using OAuth.
