Align webpack-cli with webpack 5

The commit upgrades webpack to ^5.0.0 but keeps webpack-cli at ^3.1.2. npm run webpack relies on webpack-cli, and the 3.x CLI is built for webpack 4; with webpack 5 it will refuse to run or mis-handle the API, so the monitor build step will fail for anyone running the script. Consider upgrading webpack-cli to a 4.x/5.x release (and adjusting config if needed) or keep webpack on 4.x.
